蔡英文當選總統後，高雄市長陳菊呼籲小英重視南北平衡，多給南部資源，她具體建議，520後新政府秉持公平原則，比照台北市同額補助高雄積欠勞健保費，檢討統籌分配款計算方式，拉高土地面積、人口數計算權重。
陳菊說，台北市、高雄市是台灣2大直轄市，其他4都升格不到5年，長期以來高雄財政預算均無法與台北相比，不過，這次選舉南部民眾很支持小英，準閣揆林全又是左營眷村子弟，相信上任後，會給高雄更多支持。
針對南北資源不均，陳菊舉例說，中央對高雄勞健保補助總計約61.31億元，包括勞保46.08億、健保15.23億，推台北市包括勞保補助185.34億、健保227.46億，總金額約412.80億，差距高達351.49億元，約6.73倍。
陳菊建議，蔡英文新政府儘速修正《財政收支劃分法》，將中央統籌分配稅款財源中，所得稅收入提撥比例，由6%提高至10%，擴大釋出財源分配給地方，在修法前，她建議中央先修改中央統籌分配稅款分配辦法，將分配權數從目前營利事業營業額50%、土地面積20%、人口數20%、財政能力10%，調整為營利事業營業額30%、土地面積30%、人口數30%及財政能力10%，才公平合理。
